Kan man ta ut penger uten bankkort?
Hei.
Banks tie cash withdrawal to the physical card for security, but they also have a non-card alternative: meeting in person at a branch. If you can get to the branch with valid ID, passport or national ID, the cashier can make a manual withdrawal from your account face to face, and you walk out with cash. This is the only way to get cash from your own account without the card or mobile banking.
It depends on your bank offering unscheduled in-branch withdrawals, which most Norwegian banks still do, and you may have to call ahead to make an appointment. The thing that catches people out is the limit is often low, so 10,000 kr or more may require a day's notice for the branch to have the cash on hand. Banks can ask where money comes from as an anti-money-laundering measure, which may trigger for cash over 40,000 kr but not for normal ops.
A person you trust can withdraw on your behalf if you write a simple authorization and that person brings their own ID. Banks cannot refuse a legitimate withdrawal but can impose limits for security. If the branch refuses to help and you have no other access, you can complain to Finanstilsynet.
If you had any online or phone access you could order a temporary bank card delivered to a post office, but you have already said you do not. You cannot buy a car with cash in 99% of Norwegian dealerships because all transactions over 40,000 kr are reported to authorities and dealers don't take cash that size anymore. Retaining 5,000-10,000 kr in cash at home is the recommended maximum for a private person, as a burglary risk.
So yes, there is a way to ta ut penger uten bankkort, but it means a trip to the branch.

I did it once, in 2019, on a business trip to Oslo with a brand new card that wouldn't work. No card, no local branch. Called the bank's emergency number, they made a manual transfer to a trusted colleague's card, 2,000 kr, and I withdrew cash from the nearest ATM.
Registered as a third-party cash transfer. Only allowed once per year for security. Worked because I verified my identity with my personal number and security questions.

Yes, but the method is completely different: you go to a person at a supermarket or a post office counter. I always use my Norwegian ID number and the QR code from my mobile banking app at Kiwi to get cash at the counter. About six months ago, in a ski cabin area, my bank's ATM was broken and the only option was a Rema 1000.
Used my phone to generate a kontantuttak QR code and got 1,000 kr cash from the cashier, took about four minutes. I do this regularly because I don't want to carry my bank card when hiking. Capped at 10,000 kr per day.

You can now get cash at Coop, Kiwi, and Rema, but with a strict ID requirement. Kiwi has an official app-based system, while Coop Extra and Coop Mega have a simpler cash-back system at the customer service desk. On a trip to a small island with no ATM, I got 1,000 kr cash at a Coop Extra by buying a pack of gum and asking for cash back with my bank card. Same day, tried at a Rema 1000 in the next village and got refused because my card was a different bank's. The system is patchy; some stores only do cash back if you buy something, others have a separate counter.

You can also deposit cash at Coop counters, but only with a bank card that belongs to the same bank group Coop has an agreement with, which is SpareBank 1. Last winter, my dog chewed up my card, and while waiting for a new one, I went to a Coop Obs with my spare 8,500 kr to deposit. The cashier took the cash, scanned the QR code from the bank app, and it went in as if I had used an ATM. They refused to accept the cash without the app's QR code because the deposit must be linked to my identity. The limit for cash deposits per year is 40,000 kr before the bank starts asking questions.

For a private person, the recommended cash reserve at home is between 5,000 and 10,000 kr for emergencies like storms and card outages, not more. After the 2019 power outage in my small town, the only thing that worked was cash, and I had to drive 20 minutes to find an ATM that still worked. I now keep 6,000 kr in a fireproof box. Disagree slightly with jostein_1963: the limit for scrutiny is actually 50,000 kr, not 40,000, and the bank will ask for a source of funds if you deposit more than 10,000 kr in cash in a day at a counter. For your case, you don't need cash at home, but you can use a trusted neighbor's card transfer if you have no other option.
